explorer error message

If I try to use the file search, or access the control panel, my computer, or the trash bin I get an error message that says windows explorer is shutting down. The icons on the desk top dissappear and reappear but the above areas won't open. I tried to reload windows xp pro but it didn't help. I can open applications like AOL or Word. I installed a cable modem last week but it worked fine for a week. I also get a server busy warning when I start up. The error message reads
