Event ID 20027 Rasman error

I've seen this error posted many times on many boards, but never with an
adequate solution. If you know of a fix (besides a clean rebuild) I would
appreciate any assistance.

OS: Windows 2000 Server, SP3

Type: Error
Source: Rasman
Event ID 20027
Description: Remote Access Connection Manager failed to start because
NDISWAN could not be opened. Restart the computer. The system cannot find
the file specified.

When I check the services, Rasman is running. A stop/start will cause the
above event to be repeated. This has caused the system to no longer allow
connections via terminal services. I checked for ndiswan, and the file is
present. I also made sure the Everyone group was on the file, just in case
it was a permission problem.

BTW, I did install SP4, but it caused several other problems so I did an
uninstall. I don't think that is related, as that was in August and this
error started recently. I have applied all of the SP3 hotfixes.
