NDISWAN Error, Event ID 20027

Event ID: 20027
Description: Remote Access Connection Manager failed to
start because NDISWAN could not be opened.

(Remarks)
The error above is preventing me from using Dial-up
networking. When I try to dial out, I hear the modem,
see the "Verifying Username/Password", and then I receive
an error," Error 6: The handle is invalid"

I've tried a system restore, cfg /scannow, remove install
the modem, and remove NDISWIN from the registry.

My OEM is telling me to re-install the entire OS to fix
this problem. Not much on the MS website or web less
than a discussion at http://www.experts-
exchange.com/Operating_Systems/Win2000/Q_20492711.html.
(I have the EXACT same problem)

Can someone tell me what the NDISWAN controls and what
might be causing this error. EVERYTHING else on the
computer works fine.
