Error message accessing Help Center

When I try to access the Help and Support Center,
an error message immediately comes up stating:

" An ActiveX control on this page is not safe. Your current security
settings prohibit running unsafe controls on this page. As a result, this
page may not display as intended".

And I can't go any further into troubleshooting ... this error message
always comes up. How do I fix?

i am having same problem i am trying to run keyboard troubleshooter and i get
this message in help and support an activex control on this page is not
safe your current security systems prohibt running unsafe controls on this
page.
as a result the page may not display as intented, i did what you said and
the settings are already at 0. please help my keyboard died and i need to
find out why.
