can't access Help Center --error messages

When I try to access the Help and Support Center,
an error message immediately comes up stating:

" An ActiveX control on this page is not safe. Your current security
settings prohibit running unsafe controls on this page. As a result, this
page may not display as intended".

And I can't go any further into troubleshooting ... this error message
always comes up. How do I fix?

Even with maximum security settings, I don't see this message
when starting Help and Support.

Suggest you check for spyware, virus, etc...
