Error 720: Could not agree on PPP control protocol

I have a problem that was caused by installing Earthlink
Total Access that I can't figure out. I'm running Win
2000 Professional.

My dial up networking worked perfectly. Then I installed
Earthlink TA. Immediately all dial up networking
connections began getting the error 720.

I then said "forget this software" and uninstalled it.
Still every DUN connection gives error 720.

If I uninstall TCP/IP and then reinstall it - it starts
working again. Until I reboot - then it starts giving
720 again.

I have tried everything I found on Microsoft's site.
1. Verify that netbios is enabled --- Done
2. Uninstall Tcp/IP, verify that no Wan Miniport IP's
exist, and reinstall TCP/IP. -- Done
3. Uninstall and Reinstall client for Microsoft
networks. -- done.

Everything I try seems to work, until I reboot. Then it
goes right back to error 720.

Another FYI - At one point, I wiped the box and
reinstalled Windows. That fixed the problem for good.
Then for some stupid reason I tried the Earthlink TA
again and immediately got the same errors. I really
don't want to have to wipe the box again.

Please help.

Have you called Earthlink to see what the install is doing?

Yeah, I've worked with them mutiple times, and their
technicians are just not knowledgeable enough to help.
They all seem to offer the same three fixes. When those
don't work, they declare it a system problem. I think
they are just reading from a script.

Since reinstalling TCP/IP fixes they problem until you
reboot, it has to be something that runs during boot up
only. Where are all the likely places places that an
install program would put something like this? I think I
am going to have to find it myself.
