Modem problem: Error 720: no ppp-control protocols

I have a problem since about half a year on a W2K Prof SP4
full installed test machine. On the same machine I am also
running W2KServer SP4 with the same two modems.

On the side of W2KServer all is working fine with both modems.
I have the same modem and network configuration on theHDD of
W2K Prof.

When I try to connect with one of the two modems into internet,
I hear the modem dialing, see

eng: "checking username and passwort" (tranlated)
ger: "Benutzername und Kennwort werden überprüft"

then

eng: "computer will be connected into network" (translated)
ger: "Der Computer wird im Netzwerk angehängt".

But then I hear a "click" of the modem and I get the message:

Eng: Error 720: The trial of connection failed, becaus no
PPP-controlprotocols between this and den remote computer
could not be found
Ger: Fehler 720: Der Verbindungsversuch ist fehlgeschlagen,
da keine PPP-Steuerungsprotokolle zwischen diesem und
dem Remotecomputer ausgehandelt werden konnte.

I tried to deinstall W2K-TCP/IP-System package and reinstall
those after a reboot.

But till now I couldn't solve this problem.

How can help me, Harald

Resolution:
1) make sure both RAS server and client have the correct protocol setup.
2) make sure the NetBIOS interface has being installed and the NetBIOS binding has being enabled. The NetBIOS interface is required for establishing logical names and sessions on the network for Windows NT/9x/ME.

At first:

I deactived all virus (norton internet security), spyware (spyblaster),
vpn (Check Point SecuRemote) on this device. All drivers for modems are
up to date. But for decreasing possibility of failures, I will use my
RS232-modem and not a USB-modem for testing.

Internet over internal network is working fine. But this connection I
need for a VPN-connection only possible under W2K/XP. Therefore I need
the test environment of W2KProf not of W2KServ.

OK! I use exactly the same modem and network configuration under W2KServ
and W2KProf: modem-conf 1:1 and also network-conf 1:1 !

In formula of that modem-connection (group network), I have activated
"network monitor", "internet protocol" and "clint for window networks".
But not NetBEUI. Is it that what you mean ? When activating "NetBEUI"
nothing will work and I have a SLP-connection whit error code 733.

In may event-protocol (ger: Ereignisprotokoll) I do see nothing that
something fails. Is there another log-file to analyse that error ?
How can I activate that log-file ?
