Epson c64 driver installation error - No language monitor is found

I recently purchased an Epson Stylus Inkjet C64 Photo Edition.
When I try to install the printer driver i get the following error:

No language monitor is found, or cannot be installed.
Your Windows system may be in an abnormal condition. Please exit
Windows and try again.

Restarting the computer and trying again does not solve the problem.
My pc is a pentium 4/1.5GHz/128Mb RAM.

I'm not very knowledgable regarding language monitors but can this
problem be fixed by installing one? or do i just need to configure my
win 2000 pc? I have Service Pack 4 installed with every microsoft
recommended update.
