No 'language monitor' on Win2000

When trying to install my printer driver the following error occurs:

No language monitor is found, or cannot be installed.
Your Windows system may be in an abnormal condition. Please exit
Windows and try again.

I've read that this may be something to do with the locale settings and my
keyboard settings on my pc. Anyone have any experience with this issue?

Printer : Epson Stylus Inkjet C64 Photo Edition.
PC OS : Win2000 Pro

Just for the record...
The print spooler had a dependency on a previous Lexmark
printer application (lexbces.exe service) which had been
removed. Hence the print spooler wouldn't start.
Reinstalled the lexbces.exe program and started it and then
the spooler... new printer driver installs no hassle.
Next job is to remove the lexbces.exe process dependency as
i've no need for it... must be in registry somewhere i
presume.
