Envelope indicator still marked unread as email is read

Symptom: Envelope indicator is marked unread even though email is read.

Reproduce steps:
1. Double click on the new incoming email which is bold and indicator marked
unread, email opened in message window and confirmed is read.
2. Checked in the pane, email is unbold but the envelope indicator still
marked unread.
3. Right click of the email, there is a function to "Mark as Unread" for the
read email.

Version of Outlook?
Type of account?

This is usually being caused by a faulty addin. See if you can reproduce in
Outlook Safe Mode;
Start-> Run; outlook.exe /safe

Exchange account; Outlook 2007; Vista Enterprise.
I noticed emails sent from functional mailbox only having such issue rather
than individual emails.

What do you mean with "functional mailbox"?
If you mean custom forms then the behavior is as expected since custom forms
will hold their own icon definition.
