'enter' button on laptop malfunctioning

I have a problem with the enter button on my laptop. It
works in the URL bar but I cannot use it in e.g. the
google search bar or in an email. What could be the
problem?

I'm having the same problem on my desktop. The enter key will work for IE but not anything else. I've switched my keyboard for a known-good, checked for resource conflicts, run CheckDisk, run Troubleshoot in Device Manager, and checked for driver corruption. Still back to square 1. Any assistance that could be rendered the the 2 of us would be greatly appreciated
