Enable Tweak UI

I downloaded Tweak UI While trying to get rid of a semi-permanent balloon. I
did get rid of the balloon but when I try to run Tweak I get the message
"Tweak UI has been disabled by the administrator". I think I may have caused
this by clicking on enable/disable in a list of fixes. How can I enable
Tweak? Thanks, Gene
