Email attachments are not being sent, ISP says it is not them

My computer crashed and after the re-installation of Office, Outlook 2003
will no longer send messages with attachments. They appear stuck in the
Outbox, they never go to Sent status, yet recipients are receiving these
emails up to 7 times. I have contacted my ISP and they have stated that it
is not a size limitation on their end (files are't large only 3 - 10 mgs in
size).
I thought there was a setting in Outlook that could be changed to allow
larger files, could this be the problem and how do I locate this setting -
I've not been able to find it.
Any help appreciated.

After reading other posts I am including the troubleshooting that I have
completed so far:
PC Cillin - turned off the outbound email virus scanner
Outlook Error messages - only receive once in a while, if yes, its a timeout
message but usually no errors reported
Eventviewer: I checked Application for anything related to outlook and
there's nothing. There is a message that is consistant with the time and
it's source is HHCRTL - I do not know what this is.
Windows Firewall, I can't find a setting that will start or stop virus
checking on outbound messages.
Access: POP3 & SMTP

I hope this extra info helps

My question wasn't related to Express, but Outlook 2003 - I did not intend to
give the impression I was using Outlook Express.

I appear to have been able to resolve the problem: Control Panel/ Windows
Firewall/Advanced Tab. selected the Network Connection Setting/ICMP
Settings. I checked boxes Allow outgoing time exceeded and Allow outgoing
packet too big.

I have gotten confirmation that my emails are being received only once and
the message is importing from Outbox to Sent within a reasonable period of
time.

The misunderstanding is my own. I saw "Outlook Error" and read "Outlook
Express". I abase myself.
