email "send with attachments" stays in "outbox"

An issue with my sending attachments began last week. Sending any emails with 1mb or larger (no scientific data on actual size, seems to be any attachment) attachments stays in my outbox and "sending message 1 of 1" stays highlighted until I cancel the send. Any new email send from my Outlook will que behind the stuck message and stay stuck in the outbox as well. I have to stop the send and then erase the outbox to resolve sending normal emails w/o attachments.

I have tried doing an attachment send with my firewall and anti-virus shut down (Norton 360). I have uninstalled and reinstalled outlook. I have erased the email account and created a new one. All to no avail.

I am using Vista home premium, office 2003, Norton 360, and my ISP is Time Warner, Road Runner. (POP)

A couple of weeks ago, I had an issue where Outlook was "blasting" my ISP smtp-server and I hit the limt of 1000 "emails" in a 24 hour period. (I was trying various security packages with Vista...quite a challenge.) Anyway, could this be a "size" email limitation from my ISP?

Shutting down Norton is not enough; you'll have to disable its integration
with Outlook.

I've got the same issue with not being able to send attachments, but I've
uninstalled Norton 360 completely and the problem remains. Also, I'm using
Outlook 2007. I know it's not my mail server limits because I can
successfully send the attachment via webmail. I have a new computer and am
running Vista Business. It turns out that I had never tried to send large
attachments when I encountered this problem, so I cannot say it just started
happening. I have increased the Server timeouts for my e-mail account to the
maximum allowed value 10 minutes, but still no luck sending a 7 MB
attachment. A 3MB attachment did send once I increased this setting.

The server you use when sending web mail isn't necessarily the same machine
running the SMTP server. You conclusion is erroneous.

Make sure you're not scanning outgoing mail with your antivirus program and
make sure your send/receive interval is no less than about ten minutes.

I am having the same issue but only with emails with attachments so I know my
email server is working fine. I have two accounts and have tried sending it
out both with no success. No errors on the send status either. Very strange.

Do the messages transition from Outbox to Sent Items? What version of
Outlook?

Outlook 2007. No it never moves to the sent items. I thought it was just me.
If I remove the attachment it works fine. JPEG files will send but PDF's, Zip
and renamed extensions like ._ip (to stop email filtering) do not send. I use
Gmail as my outbound SMTP but have also tried my own domain SMTP with no luck.

Did you make the adjustments I suggested to Zapper?

I disabled the AVG Outlook plugin and I have email sent to 15 min intervals.
Should it not send on the first send regardless of the email check interval?

If you have "Send immediately when connected", the message should send
regardless of the send/receive interval. If not, it will wait for the next
send/receive.

I have the same issue, with outlook 2003 and 2007 using Vista business, the
problem only when using ethernet , but no problem using Wifi connection
connected to the same network, I tried unistall AntiVirus but remain the same.
This problem happening with all PCs and Notebooks using Vista Business in
our network, no problem with XP.
anyone can help?.
