Dragging and scrolling in an application

Whenever I have an application open, whether it is IE or Word or anything
else, when I try to either move the window or scroll up or down in the
application, I get a slow or delayed movement. The actually speed of the
download from h Net seems normal but anytime I try to move anything, it is
not smooth at all. This still happens if I only have one application open
and the performace is the Task Manager is belowing 10%. Concurrent with this
problem, the Stand-By option for my computer is grayed out. The only options
I have are now "restart" or shut-down". I am not sure if these are related
but they happen at the same time.

Your video adapter drivers probably need to be reinstalled.
Visit the support web site of the manufacturer of your video
card adapter and download the latest drivers designed for
Windows XP.

Before installing them, uninstall the old drivers. In your
Control Panel, open the Add or Remove Programs applet
and look for your video drivers to uninstall.

If you happen to have a notebook computer, visit the notebook
manufacturer's support website to download the correct video
adapter drivers for your specific notebook model.

After installing a fresh set of drivers, right-click on your
desktop and select Properties > Settings, change the Color
Quality to "Highest (32 bit), then adjust your Screen Resolution
to your liking, then click on Apply.
