I recently downloaded the updated version of XP Home
Edition and since then when I scroll up and down with the
mouse, the view as it moves up or down the page is not
smooth but kind of jumpy. Is this supposed to happen
with this new update?

Try to restore your pc to a point before you installed the updates and observe if you get this strange behaviour
