Downloading Int. Explorer

Just connected to cable. Secure web sites won't open.
told by Cable Co. and Gateway, problem is with my
browser. Today for second call, I was told to remove my
Internet Explorer and re-install it again from the
Microsoft web page. When I attempted to do so
with "Internet Exp. 6 Service pack 1" (the only one that
seemed applicable, window comes up in downloading process
for set up file, saying: "Win. Update set up - Unable to
download. May have been unable to use your current proxy
server settings. Click Advanced if you know your proxy
settings."
I phoned Cable Co. again. Proxy does not apply to
my cable connection. Gave me a microsoft trouble site;
I typed in 813444 in their search and went through
everything they recommended - about 75% of it was a
repeat of what Cable Co. & Gateway had me do.
Can't find any way to get to someone who might know
what to do.
Can anyone help?
