downloading IE 6 SP 1

Hi folks, gotta confess to some computer illiteracy ! IE and OE got erased
from my PC, my mistake. Trying to download but get the following:
Setup was unable to connect to the Microsoft download site or your system
administrator's download server to retrieve the instruction file for the
Setup program. This could be caused by proxy server settings on your computer
that are not valid, a busy Internet, or other problems with your current Web
browser.
No proxy server used, HP pavilion windows XP ISP sbc internet. Thanks for
any help folks can give !

I had a reply which suggested I make a new folder for my uninstall info then
move the info to the new folder and try to download again but that didn't
work. Same problem. Also System Restore will not work. It's on and monitoring
but will not restore to any previous checkpoints. I didn't alter anything
with Restore, setting is 4% (1536 MB). System Restore had worked fine before.
