Downloading .exe files from reputable sites

I can't do this: that is, if I want to download an
executable file from a known reputable site, IE 6 blocks
me from doing so. I get an error box that tells me that
IE 6 was not able to open the site: the requested site is
either unavailable or cannot be found; try again later.

What goes on here? Is there some setting in IE 6 I can
alter to make things work properly?

In a private e-mail, you suggested editing the registry.
I'm not sure how to do this, and I've heard horror
stories about this sort of exercise gone wrong. Any
suggestions/guidance?
