Having Trouble Downloading .exe Files

I'm temporarily using an office laptop while my computer is being serviced
and whenever I try to download a file (examples: downloading Yahoo IM
software or Adobe Acrobat) I get an error message that says:

"Internet Explorer was not able to open this internet site. The requested
site was either unavailable or cannot be found. Please try again later."

Please help me!

Check with the IT staff for your office. They may have configured your office laptop to prevent
just this sort of thing which could bring a lot of malware into the computer.

Thank you Richard for the post. Trouble is, that company went out of biz and
I need to know how the laptop could be configured to prevent downloads so I
can re-configure it myself. Do you know what I should do?
