Downloading files

I am running a Windows 98SE machine. It has all the critical updates. It
has IE6 sp1. When I try to download any files it comes up with the run or
save window. I click on save and then get this error.

Internet Explorer cannot download (file name)from (download site)

Internet Explorer was not able to open the Internet site. The requested
site is either unavailable or or cannot be opened. Please try again later.

I tried later and other sites and nothing worked. I checked to make sure
the file download was enabled.

Any help would be greatly appreciated.
