download.trojan problem. Please help.

XP system. Norton is troubled with qopqo.dll (under system32) infected
with Download.Trojan. The dll is used by explorer and winlog processes,
so it cannot be repaired or deleted. Safe mode opens with empty screen.
No start bar, no desktop icons, but the processes are running (Task
Manager indicates). The Norton virus alert pops out constantly.

Any suggestions?
