device recognition

I have a drive that I was planing to use but I can't find it in the explorer.
My BIOS recognizes it, the device manager recognizes it but I can't access
it. It is plugged in right and the jumpers are set correctly. I tried
putting it in an external enclosure but it still didn't work.
 
Do "Start>control panel>admin tools>computer mgt>disk mgt" - if drive
listed may need drive letter assigned.

You /may/ need to create a partition and format the drive or assign a drive
letter. NOTE: Formatting the hard drive will lose all data (files) on the
drive.
