Plug and Play broken!

I am having trouble with my Plug and Play. Some devices will connect with no
problem but others trigger the Add New Hardware Service and attempt to find
drivers for them (which they never do)

As an example, I have an External 500GB USB drive which plugs in and works
fine but I also have a Sony 16gb USB flash drive that won't recognize. It
adds it in the device manager as a storage media under other devices. I then
have no access to it. It will not show up as a drive. Even if I go into Disk
Management it does not show up as a drive at all.

I also have an AKAI MPK49 USB Midi controller that does the same thing. As
soon as I plug it in it does recognize it as AKAI MPK49 and adds it to the
device manager but under Other Devices with the fun question mark icon. It
also opens the Add new hardware utility when plugged in. I know the MPK49 is
a plug and play device because I use it on my other computer regularly.

THINGS TRIED:

Turning off UPNP in Regedit and turning back on
Turning off SSDPSRV in Regedit and turning back on
Also downloaded a "fix" that did not fix anything. Fix was called "Fix Plug
and Play.zip from Techguy.org
The fix added an entry to registry of some kind.
Turned off PNP services in MSCONFIG and restarted. Then turned back on and
restarted.

Does no one know the answer to this question? This is very frustrating! No
one anywhere seems to know how to fix this!!

Have you tried all the USB sockets? Maybe a hub problem? Does the USB flash
drive show up anywhere else in Device Manager? When I plug in my 16GB flash,
it shows up in 3 places: under "Disk Drives" as "USB 2.0 USB Flash Drive USB
Device"; under "Universal Serial Bus controllers", as "USB Mass Storage
Device"; and under "Storage volumes" as "Generic volume", (which is not
apparent until I check its right-click Properties, which has "Location: on
USB 2.0 USB Flash Drive USB Device".) Are there other problem devices in
Device Manager? Have you checked Event Viewer? (Start> Run> eventvwr.msc)

Another place to check is System Information
(Start> Run> msinfo32)
(Start> Programs> Accessories> System Tools> System Information)
Under Hardware Resources, check Conflicts/Sharing and IRQs (Status OK)
Under Components, check Storage> Drives, check Storage> Disks
Under Components, check Problem Devices, check USB

there is a patch that microsoft made to fix this. the problem is, i can't
find it now! so annoying how hard it is to find fixes and patches on
microsoft's download center. anyway, i know this will fix the problem, as i
have used it many times in the past. if anybody knows the packet number,
please let us know to help make it a little easier for the next people
looking.
