Do a web search, there are sites that have files like this for download.

You receive an "Explorer.EXE - Entry Point Not Found -
The procedure entry point SHCreateThreadRef could not be
located in the dynamic link library Shlwapi.dll" error message
after you install the MS04-038 security update

ok the situation with my computer is...
that sp2 missed it up so badly that windows wont open because i may have
damaged files! i told me to removed any newly installed software, but i could
access windows!
so i have to create another window xp on the same computer, this allowed me
to access all of my old files etc, so i began to remove sp2 including the
hotfixs! which lead to the message about the dll, which meant i couldnt
access my 'old' version of windows. so now i have downloaded the hotfix that
i deleted, but i could only do that on the 'new' version of windows, (how)
can i copy it to cd to repared the 'old' version of windows?

Thanks for your help

How did you remove the files excatly...?

Do a repair install. Boot from original CD, go to install, and select
repair.
