Decryption/Encryption Error

This is in the WindowsUpdate.Log (Windows Update Web).
Each time there is a visit, the system will download a
new iuident.cab. XP will not decrypt properly, so WU
gives error and stops.

MS Support stopped assisting. I have
deleted "encryption" files and reinstalled per MS
Support. Attempted many of the solutions in the Self-
Help section for Win. Update. Reinstalled XP on top
again. Manually download iuident.cab and install. Many
diff attempts to fix. If I do not find an answer, I will
have to blow it all away and start over. Lots of files,
bad thing...

Any help is appreciated.

Todd,

You should not be having to go through so many gyrations.
Have you tried calling 1-866-PCSafety ?

I have been told directly by someone that should know, that
if a user ever is unable to apply security patches, they should
call this line for support, which will be free and which should
not give up on you until things are resolved. Just let them
know that you are unable to apply security patches and some
info of the history of what MS support so far has put you
through.

If you find this does not get you assistance, please let me
know that the organization is not satisfying its charge.
