SUS problems - resubmission

I've deployed a SUS server, as well as the appropriate update policy through
AD. There are two issues that have me completely stumped and baffled.

First, the SUS server absolutely will not download two of the latest round
of updates. One is a patch for a version of OE that isn't deployed in my
domain (so the patch is irrelevant), but the other is one of the Windows
2000 patches. It pulled all of the other updates just fine, but will not
pull those two, even on a manual synchronization.

Second, the clients are looking to the SUS server for their updates, but
they aren't pulling anything down from it. In this instance, I know there
were at least three updates that were available to all NT-based clients.
Here are several days' entries from the Windows Update log on one of the
Win2000 clients. The other client log entries are identical (server name
changed for posting purposes) :

We appear to be having the same issue here with our Windows 2000 clients and
Software Update Services. On investigating, we revealed that Windows 2000
Systems used solely by Local Box Admins were fine, but the other systems
were failing while trying to patch IE. Up until the IE patch 832894 all XP
and 2000 clients were automatically updating from our SUS server.

Now, some of our Windows 2000 boxes are not retrieving the patches and are
marked in Event Viewer as requiring a restart.

The only thing we could deduce from this, is that maybe these IE patches
require an admin logon on 2k after install and restart in order to finalise
configuration settings ??
