creating a template

Can anybody tell me if a template can be created whereby it an be saved and
used again and again without chainging or moving. Basically I want to
create a letterhead template where there is writing at the top and bottom of
the page and when I type on it I dont want the writing on the bottom of the
page to go on to a second page. Any tips I've been trying for over a week
with no success
