Computer wont come on

Halo

My not to old Intel Celeron, 2.00 Ghz, 126 Mb of ram.
Wont load windows past the welcome sign and keeps
rebooting over and over. I cant get into safe mode. I can
hit the DEL key and get into BIOS but not sure what to do
next.
