can't share one computer-I've done the obvious

My wired network sees both computers (two nearly identical desktops running
XP). Computer A can access computer B, but B can't access files on A. I've
disabled the firewall, turned off virus scan, run the WinXP troubleshooter.
Here's ipconfig and browstat for both.

Which WinXP troubleshooter have you run?

What is the complete and exact error condition or message?

What firewalls did you disable? Remember several personal firewalls are known
here for not allowing access when disabled.

Both Downstairs and frandell see 3 computers ("There are 3 servers in domain
MSHOME"). What's the other computer?

Downstairs is node type "Hybrid", and frandell is node type "Unknown". These
are valid values. The symptom shown by browstat is a name resolution problem.

A name resolution problem, barring a physical or logical connectivity issue

firewall or anonymous restriction problem.
