Can't send test email

I have office xp and when I set up outlook on it, it
can't ever send the test email. It just says verify the
email address and try again. It can send and download the
emails fine. I was just wondering if this is an error in
outlook or if I was setting it up wrong. Its a pop3
account
 
You cannot send a test mail, yet 'it can send and download the emails fine'
