Can't send emails with Windows Mail

Have gone through all the other responses re this prob, but no help so hope
there are other solutions. Isus laptop, broadband,vista 64
As per message below:
The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

The rejected e-mail address was '(e-mail address removed)'. Subject 'outbox fail',
Account: 'Windows Mail', Server: 'mail.aapt.net.au', Protocol: SMTP, Server
Response: '554 5.7.1 <C-59-100-87-210.bri.connect.net.au[59.100.87.210]>:
Client host rejected: (SPM:RAD) User account blocked from sending email due
to policy violation - Please contact support', Port: 25, Secure(SSL): No,
Server Error: 554, Error Number: 0x800CCC79

As the message says, you need to contact AAPT; they are the only ones that
can help, since the message says the violation is of their policies.
