Server Error 554 - Policy Violation

Hello there,

I have been having a serious issue with Windows Live Mail recently.
I am unable to send messages. I can receive messages with no problems but
everytime I try to send an email from any POP3 accountI get the following
message:

The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server.
For help solving this problem, go to Help, search for "Troubleshoot Windows
Live Mail", and read the "I'm having problems sending e-mail" section.
If you need help determining the proper server settings, please contact your
e-mail service provider.
The rejected e-mail address was '(e-mail address removed)'.
Subject 'test'
Server Error: 554
Server Response: 554 5.7.1

User account blocked from sending email due to policy violation - Please

I have already tried the following:

1. Uninstalled AVG Antivirus;
2. Deleted the POP3 account and created new one;
3. Tried using the "Require outgoing mail authentication" options;
4. Contacted the ISP and confirmed POP and SMTP servers;

None of the above worked.
If helps, I am using Live Mail on the Laptop and Outlook 2007 on the desktop
(Vista Home Premium x32). I am having problems in both computers.

There were only two recent events I can link the problem to. They are:-

1. Vista SP1 installation (on both PCs), and
1. AVG 8.0 installation (on both PCs). But considering that I have removed
AVG and the problem still persists I am not sure what could have sparkled it
all.

Please help. I am clueless.

Seems like the error message from the server is fairly self-evident:
"User account blocked from sending email due to policy violation - Please
contact support."

So, have you contacted AAPT tech support?
