Port 25 Blocking?

I am on holiday in France using local wifi.
I can receive e-mail but cannot sent through Windows Mail.
I believe that this is due to Port 25 bloocking but what can I do to correct.

The message trying to go is a confirmation receipt reply to one of my own.
I have similar responses sending to others.

"The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

The rejected e-mail address was '(e-mail address removed)'. Subject
'Read: test', Account: 'POP3', Server: 'smtp.blueyonder.co.uk', Protocol:
SMTP, Server Response: '554 5.7.1 <[email protected]>: Recipient
address rejected: Missing Authentication', Port: 25, Secure(SSL): No, Server
Error: 554, Error Number: 0x800CCC79

Technically, your error message doesn't reflect port 25 blocking.
Try it with send authentication enabled:
Go to Tools, Accounts, select that account, Properties, Servers.
The box for "My server requires authentication" must be checked.
