Sometimes when a new window opens, all the text, buttons, etc. are not
visible within the window. The window is not expandable and there are no
scroll bars. I have tried changing resolutions but it does not effect the
problem. In particular, this happens when trying to install new software
(downloaded).

If the window size is locked, it was designed to fit all text at a
standard size. If you increased your display settings to show text at
an increased dpi, or percentage, it'll no longer fit in the window. You
can try to work around it by pressing the Tab key within the window to
change the focus to the preferred button, or change the font/text size
to a smaller size.

To do that, open Display properties, Settings tab, Advanced button,
changed the DPI setting to "Normal Size" for your screen resolution. I
hope this is what you need; it's possible I'm misreading what your
problem is. That happens all the time.

I suspect you have a DPI setting that is greater than 96 (Winders default
setting)
If that's the case then the 'Problem' is not old or new software, or down
loaded or not, it's a sign of lazyness with the software programmers when it
was being written.
Choice 1: Change your DPI setting to the windows default (96).
Choice 2: Change your apps for a higher quality version.
Choice 3: Smile.
