Can't access any websites

I think I messed up.
I logged on to my ISP (Juno) and I got some kind of popup
in the middle of my screen that said I needed to download some
kind of Microsoft component and I clicked on the button that
said "Don't Download" because I thought it was probably not
legit. All of a sudden I couldn't access any web pages.

I noticed that a red "-" had appeared on my Norton Internet
Security icon, which means that the firewall is blocking all
Internet access, so I logged off, opened NIS and unblocked it.
The setting wouldn't take, so I rebooted and it then came up
normally, without the red "-". But I still can't access any web
pages - I get the "The page cannot be displayed" page on
everything I try.

I can log on to Juno and transfer e-mail, but no web pages.
My Norton AV defs are about 3 days old. Could I have
unknowingly allowed something by clicking "Don't Download"?
Please don't tell me to ask Juno because even though I have a
paid account, they charge $2 a minute for tech support and the
tech support still sucks.
