cannot receive nor delete email

I am currently using outook 2002 and am not able to receive email. When I
try to delete a message I get the following error "The messaging interface
has returned an unkown error. If problem persists, restart Outlook". Even
though I restart, the problem persists. In addition, when I send an email,
though it is received by the recipient, the mail is stuck in the outbox and
is not recorded at the sent mail.

Kindly advise how to fix it.
