Cannot make a new VPN connection the options is not available (greyed out)

Hi, I've been looking all over the internet for a solution but I can't
find anything! The option of creating a new VPN connection is greyed
out when I click on the "Make New Connection" icon in "Network and
Dial-up Connections" on Windows 2000 with service pack 4. How do I
enable that option and create a VPN connection?

I have admin privileges, the Remote Access Connection Manager and then
Remote Access Auto Connection Manager services are started. I've
checked the policies and everything seems fine (nothing is configured).
Obviously I have a NIC card installed and Internet connection.

I really have no idea what the problem is. Any help is appreciated.
