network connection wizard + vpn greyed out

I am trying to create a VPN connection via the connection
wizard, but "Connect to a private network through the
Internet" is greyed out.
Can anyone advise on how to fix this?

Found the answer ... Telephony service was disabled.

See the KB below. It is for XP, but it should be the same for W2K in that the
services specified need to be enabled/started. --- Steve

This issue may occur if the following services are disabled:
a.. Telephony
b.. Remote Access Connection Manager
c.. Remote Access Auto Connection Manager
