Cannot load WinXP

When I try to load WinXP Pro on my Compaq 702US, I get an
error message which says:

File SETUPDD.sys could not be loaded.
Error code is 4

Setup cannot continue. Press any key to continue.

What does this code mean and how do I overcome it?

Try cleaning the CD and retry.

Any idea what the code means? I tried to use the XP boot floppies from the
MS website and got the same message at disk #3. It evidently is not the CD.
