Error code 4

I have been trying to install either XP home or win 98 on
my computer (clean installs) to a new hard drive. I get
a message on a windows setup page (blue) that says "File
setupdd.sys could not be loaded. The error code is 4.
Setup cannot continue. Press any key to exit." can
anyone help me with this?
