Cannot delete the Temporary Internet Files Folder

You may have to login as another user with administrative
privileges. Or, possibly even, create a new user with
administrative privileges. You can't delete your own
History folder. It's "in use."

Yes, I've already done all of that. I still can't delete
the Temporary Internet Files Folder using that seperate
Administration account. What should I try next?

Has the account whose TIF you are trying to delete been
logged off?

Yes, there is only one user on this computer. Me. So I
definitely logged off. :)

What next? Why can't I delete the Temporary Internet Files
Folder? And the file called "Content IE.5" in particular?

If you clicked Start | Logoff for your regular User I don't know what's
wrong.
