Cannot connect to SMTP Server 0x80042109

Please help!

I can ping my ISP's email server, smtp.iglou.com, but I cannot send email
out through outlook. The exact error in Outlook says:

"Task 'pop.iglou.com - Sending' reported error (0x80042109) : Outlook is
unable to connect to your outgoing (SMTP) e-mail server. If you continue to
receive this message, contact your server administrator or Internet service
provider (ISP)."

I checked with the ISP, and this is absolutely the correct SMTP server.

I have tried several things, including:
1. Set authentication on SMTP server to match incoming server.
2. Set authentication to blank
3. Erased account and rebuilt it in Outlook

The ISP is blaming Norton, as I have Norton Antivirus (NOT Norton Internet
Privacy, or any other firewall software.). I don't believe them. Can
anyone help? Thank you in advance.

Yes. I can check mail through the ISP's website. The problem is definitely
with Outlook, or with something blocking Outlook.

Did you solve your problem? I too have the same problem with the 0x80042109
error message. I can't work out whether the problem lies with my Outlook or
with the ISP because I have two email accounts, one works fine and the other
has this error message. I can telnet using port 25 to the good SMTP server
but I can't telnet to the other SMTP server. For the non-sending account, I
can send mail using their web page. I have disabled my XP firewall and my
anti-virus program which hasn't helped. The problem started a few weeks ago
for no apparent reason. I have tried the MS Knowledge library and multiple
other on-line forums where I have seen the problem but no solutions.

Any ideas?

If you can't telnet to port 25 of the server, the problem is *not* with
Outlook. I see three possibilities:

1) There is something other than your firewall and anti-virus that's
blocking access (unlikely, or *all* SMTP would be blocked).
2) You've got the wrong server name or port for the server.
3) The ISP you're using to connect to the Internet is blocking access to
port 25 of any servers but their own in a bone-headed attempt to reduce
spam. This is likely the cause if you can eliminate (2) and if the "good"
SMTP server is the one provided by the ISP through which you access the
Internet.

In any case, you can solve the problem by setting the outgoing server of
the account that can't send to point to the SMTP server that does work.
There's rarely a reason that you need to use more than one SMTP server.
