error message that cannot connect to outgoing email server

I just got outlook and am trying to set it up so that my yahoo email goes
through Outlook (2003) I can receive but cannot send. This is the error
message I get:
Task 'office - Sending and Receiving' reported error (0x80042109) : 'Outlook
is unable to connect to your outgoing (SMTP) e-mail server. If you continue
to receive this message, contact your server administrator or Internet
service provider (ISP).'
Help!

Did you contact your ISP to make sure the problem isn't a server problem?
Have you disabled mail scanning by your antivirus program? Have you
increased your server timeout value and your send/receive interval? Have
you enabled diagnostic logging to see what's happening between Outlook and
your server?

I have a similar problem (started March 2, 2006). The error code is
somewhat different: 0x8004201A.
I contacted my service provider and they indicated this may have to do
with outlook conflicting with my internet security program.
In fact I hav Norton Internet security 2006 and ran live-update the
March 1, 2006 (the day before I am faced with the problem).

Temporarily disable your antivirus and firewall programs and see if that
affects the situation.
