Can someone point me to a good WINS resource?

I'm googling for a good WINS primer or resource... I've stepped into a
network where they are running a WINS server and there are several things
that seem like they should not be in there. (old servers and IP addresses
that aren't used anymore).

Unlike DNS, I don't know what I can safely touch and I don't know just
what's required for WINS to work properly.

What I'd like to do is to blow it away and start clean... isn't WINS built
dynamically where it would re-create itself or are there also manual entries
like DNS?

I don't quite follow the 'owner' term when it comes to WINS... as one of the
'owners' listed in our WINS server is just some workstation on the network,
nothing special. How did it get there and can I simply delete the entry or
is there something on that workstation that caused it to be listed as an
'owner'?

1. Click Start, point to Programs or All Programs, point to Administrative
Tools, and then click WINS.
2. Expand the server object, right-click Active Registrations, and then
click Delete Owner.
3. In the Delete Owner dialog box, select the IP address of the server.
4. If the WINS server does not have any replication partners, click Delete
from this server only, and then click OK. If the WINS server has one or more
replication partners, click Replicate deletion to other servers (tombstone),
and then click OK.

The WINS server will rebuild the database automatically as computers on the
network register their NetBIOS names. You can force Windows-based computers
on the network to register their NetBIOS names immediately by running the
nbtstat -RR command.

I've tried this using "Delete Owner" and it's not working for me. I've tried
it on friday of last week - then forcing a push/pull and none of those owners
have disappeared. I've got a few WINS servers throughout the network and
also did those steps on them as well with no luck.

Any suggestions?

What are you trying to do with WINS that you think you have to delete
owners?
