Are you sending from home?
Blue-dolphin-electronics.biz is not your ISP. As such, your home ISP
will block your use of any port 25 SMTP server other than their own.
For an explanation of this policy, see
http://www.postcastserver.com/help/Port_25_Blocking.aspx

To send from home, you will have to substitute your home ISP's
SMTP server. If you need help with that, let us know who your
home ISP is.

No it has nothing to do with any software on your system, except for the
mail server settings.

It's happening because your ISP is blocking mail on Port 25 if you aren't
using *their* SMTP server.

Contact your mail provider and get an alternate port number from them. If
they can't provide it, get another mail host that can do this.

In the meantime, you can use your ISP's SMTP server to send mail, or create
a Gmail (google mail) account for the sending server. You will need to
make some adjustments so that mail looks like it comes from your business
account.
