Can't send or receive e-mail

I have been unable to send or recieve e-mail in Windows Mail for a week now.
The online help has not solved the problem yet. I even tried setting up
Windows Live mail and have already disabled my virus protection on e-mail.
Windows mail gives the following error message;
The connection to the server has failed. Account: 'bresnan', Server:
'mail.bresnan.net', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error:
10061, Error Number: 0x800CCC0E

Windows Live Mail gives the following error message:

The connection to the server has failed.

Subject 'testing'
Server: 'mail.bresnan.net'
Windows Live Mail Error ID: 0x800CCC0E
Protocol: SMTP
Port: 25
Secure(SSL): No
Socket Error: 10061
 
I noticed your receive error was from WM, while your send error was
from WLM. Does receiving work in WLM?

Disabling your antivirus may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.
Which antivirus is it?

When you got that send error were you sending from home, or on a
laptop away from home?
 
I am not sure what WM or WLM is. The anti virus is Norton, but I have been
using that sucussfully for over a year now. Would something have changed
recently?

I have always just been using my home computer. We haven't accessed it from
a laptop. Also, I set up a hot mail account for myself to check, and that
sends and receives just fine.
 
WM = Windows Mail
WLM = Windows Live Mail

Are you able to receive in WLM?

Norton antivirus is among the top three troublemakers for Windows Mail.
Sometimes it takes a while for symptoms to develop. One possible trigger
is a Windows Update or a Norton update.
The only way you can prove or disprove that Norton is the culprit is to
uninstall it, followed by using their debris removal tool:

In any case you must disable any antivirus email scanning, for the reason
