baloon notification time out

I am (almost)sure that there is none, but I thought to ask here so that
I convince myself: Is there a setting (registry or anything else) that I
can set globally baloon notification time out?

XP HE sp2.

I toyed a little bit, I made another research but I can get it to work.

Thanks a lot for this.
The thing is that there it says that is for tool tip balloon.
I am interested in balloon notification for applications.(for example
when you are notified that your LAN connection is on or a cable is
unplugged).
This I can't find. Maybe I am blind or something.
Anywho, thanks a lot and sorry if I am a pain in the...
