Automatically restarts regardless of boot option selected

I have a XP Pro. desktop that will not boot. It will go
to the selection screen (normal, safe mode, etc.), but no
matter which option you select, it restarts and goes to
the same screen.

What changed between the time things worked and the time they didn't?
Did you add any hardware? If you added any peripherals (printers,
external hard drives, etc.) then disconnect them and try again. If
nothing changed and the machine still won't boot, then try a Repair

This assumes that there are no hardware failures.
