Laptop constantly restarts

I have a Toshiba laptop that constantly restarts. It has Windows XP SP2 on
it. As soon as you boot it up, it takes you to the boot option screen,
asking you if you want to boot into Safe Mode, Safe Mode with prompt,
Normally, etc. No matter what option you select, it automatically reboots
and comes back to that screen.

Any suggestions before I do a restore?
